Article Review, Evaluation and Publication Process
Preliminary Review and Plagiarism Screening: Study; The journal is reviewed by the editor in terms of compliance with publication principles, academic writing rules and APA System, and the similarity report uploaded by the author is checked. It is required that the similarity rate is less than 20%.
Field Editor Review: The study, which has passed the Preliminary Review and Plagiarism Screening phase, is examined by the relevant field editor in terms of problematic and academic language-style.
Academic Evaluation Process: The study, which has passed the review of the field editor, is submitted to the evaluation of at least two referees who have a doctoral thesis, book or article on the subject. The arbitration process is carried out in secrecy within the framework of the double-blind arbitration practice. The referee is requested to either state his opinion and opinion on the study he has examined on the text or justify it with a minimum 150-word explanation on the online referee form. If the author does not agree with the referee's opinions, he is given the right to object and defend his opinions. Provides mutual communication between the field editor, author and referee, while maintaining confidentiality. If both referee reports are positive, the study is submitted to the Editorial Board with a proposal to evaluate its publication. If one of the two referees gives a negative opinion, the study is sent to a third referee. Studies can be published with the positive decision of at least two referees. translated articles; It is sent to language and related field experts to be evaluated in terms of conformity with the original, appropriate use of field concepts and language. Translations in which experts have negative opinions are not published. The publication of book and symposium evaluations and doctoral thesis summaries is decided after the evaluation of the relevant field editors.
Academic Evaluation Period: The study is evaluated by the editor within a maximum of 1 week after the authors add their studies to the journal system. After the preliminary examination, a referee is appointed within a maximum of 1 week (if the spelling is deemed appropriate). The evaluation period of the referees is 4 weeks after the study is sent to the referee.
Correction Phase: If the referees want corrections in the text they have examined, the relevant reports are sent to the author and he is asked to correct his work. The author presents his corrections to the field editor by marking them in red.
Field Editor Review: The field editor checks whether the author has made the requested corrections to the text.
Peer Review: The referee requesting correction checks whether the author has made the requested corrections in the text.
Our journal uses a double-blind peer-review system. The referee list is published on the website at the end of each year.
Turkish Language Control: Studies that have passed the referee process are examined by the Turkish Language Editor and if necessary, corrections are requested from the author.
English Language Control: The works that pass the Turkish language control are reviewed by the English Language Editor and if necessary, corrections are requested from the author.
Editorial Board Review: The articles that pass technical, academic and linguistic reviews are reviewed by the Editorial Board and the final publication status is decided. In case of objection from the members, the Board decides by majority of votes.
Typesetting and Layout Stage: The typesetting and layout of the works that are decided to be published by the Editorial Board are made ready for publication.
Data Submission to National and International Indexes: The printed copy of the published issue is sent to domestic and foreign reference libraries within 60 days at the latest; The article metadata is forwarded to the relevant indexes within 15 days. Unpublished articles are archived in the journal system.

- Relations with Authors
- The duties and responsibilities of our editors towards the authors are as follows:
- Our editors make positive or negative decisions based on the importance, original value, validity, clarity of the narrative, and the journal's aims and objectives.
- Our editors take the studies that are suitable for the scope of the publication to the preliminary evaluation stage as long as they do not have serious problems.
- Our editors do not ignore positive referee suggestions unless there is a serious problem with the study.
- New editors do not change the decisions made by the previous editor(s) for studies unless there is a serious problem.
- The "Blind Refereeing and Evaluation Process" is strictly operated and our editors try to prevent any possible problems in the defined processes.
- Our editors have prepared a "Writing Rules" that includes every subject expected from them by the authors in detail, and it has been published on our website. This page, which is an author's guide, is updated periodically.
- Our editors provide descriptive and informative notice and feedback to authors.
Relations with Referees
- The duties and responsibilities of our editors towards the referees are as follows:
- They determine the referees in accordance with the subject of the study.
- They are obliged to provide the information and guides that the referees will need during the evaluation phase.
- Authors and referees are obliged to consider whether there is a conflict of interest.
- They keep the identity of the referees confidential in the context of blind refereeing.
- They encourage reviewers to evaluate the work in an impartial, scientific and objective language.
- They evaluate the referees on criteria such as timely return and performance.
- They develop practices and policies that increase the performance of referees.
- They take the necessary steps to dynamically update the referee pool.
- They block rude and unscientific evaluations.
Relations with the Editorial Board
Our editors ensure that all editorial board members advance the processes in accordance with editorial policies and guidelines. They inform the members of the editorial board about the publication policies and keep them informed of the developments.

Quality assurance
Our editors; They are responsible for publishing every article published in the journal in accordance with journal publication policies and international standards.
Protection of Personal Data
Our editors; They are obliged to ensure the protection of personal data regarding the subjects or images included in the evaluated studies. They are obliged to refuse to work unless the explicit consent of the individuals used in the studies is documented. In addition, editors; They are responsible for protecting the individual data of authors, referees and readers.
Ethics Committee, Human and Animal Rights
Our editors; It is responsible for ensuring the protection of human and animal rights in the evaluated studies. They are responsible for refusing the study in the absence of ethical committee approval for the subjects used in the studies and permission for experimental research.

Editors; They are obliged to take precautions against possible abuse and misconduct. It is among the responsibilities of the editor to share the relevant findings, as well as to carry out a rigorous and objective investigation regarding the identification and evaluation of complaints regarding this situation.
Ensuring Academic Publication Integrity
Our editors are responsible for ensuring that the judgments that contain errors, inconsistencies or misdirection in the studies are corrected quickly.
Protection of Intellectual Property Rights
Our editors; They are obliged to protect the intellectual property rights of all published articles and to defend the rights of the journal and the author(s) in case of possible violations. In addition, the editors are responsible for taking the necessary measures so that the contents of all published articles do not violate the intellectual property rights of other publications.
Constructivism and Openness to Discussion
Our editors;
They should take into account the persuasive criticisms of the works published in our journal and should adopt a constructive attitude towards these criticisms.
They should give the right of reply to the author(s) of the criticized works.
They should not ignore or exclude studies with negative results.
Complaints
Our editors; They are obliged to carefully examine the complaints from the authors, referees or readers and respond in an enlightening and explanatory manner.
Political and Commercial Concerns
The journal owner, publisher, or any other political or commercial factor does not affect the independent decisions of our editors.
Conflicts of Interest
Our editors; Considering the conflicts of interest between the author(s), referees and other editors, the publication process of the studies should be completed in an independent and impartial manner.
Ethical Responsibilities of Referees
Evaluation of all studies with "Double-Blind Refereeing" directly affects the quality of the publication. This process provides confidence through an objective and independent evaluation of the publication. The evaluation process in our journal is carried out with the principle of double-blind refereeing. Referees cannot directly communicate with authors, evaluations and comments are submitted through the journal management system. In this process, reviewer comments on evaluation forms and full texts are forwarded to the author(s) through the editor. In this context, it is expected that the reviewers evaluating the work for our journal will have the following ethical responsibilities:
He should agree to evaluate only studies related to his field of expertise.
It should evaluate with impartiality and confidentiality.
If he thinks he is facing a conflict of interest during the evaluation process, he should refuse to review the study and inform the journal editor.
In accordance with the principle of confidentiality, they should destroy the studies they have examined after the evaluation process. They can only use the final versions of the studies they have reviewed after they are published.
It should make the evaluation objectively only in relation to the content of the study. Nationality, gender, religious beliefs, political beliefs and commercial concerns should not be allowed to influence the evaluation.
The assessment should be made in a constructive and courteous manner. Do not make derogatory personal comments that include hostility, slander and insults.
They must perform the work they accept to evaluate on time and with the above ethical responsibilities.
Entry of Referees into the Journal System
Open our journal web page.
Click the “Sign up” icon, fill in the requested information and give the “Save” confirmation.
After your membership is approved by the editor, click on the “Log In” icon. Log in to the Referee Panel by typing your e-mail and password on the page that opens.
After logging into the system, click on “Go to Referee Home Page” from the menus on the left. When you click on “Assigned Articles” from the page that opens, you will reach the list of articles assigned to you to act as a referee. Click on “Detail” at the far right of the article title and download the word document with the blue icon added by the author to your computer. If you agree to evaluate the article, click "Accept Refereeing" at the bottom, if not, click "Reject". After the evaluation process of the article you have accepted, re-enter your system and click on the "Detail" of the article you have evaluated. After completing the evaluation report of the article on the form that will appear, you can write your general thoughts and your opinion about the article in the "Comment to the Editor" and "Comment to the Author" sections, after specifying the adequacy/deficiencies. If you have suggestions for corrections on the text, please attach the file containing your suggestions for correction from the “Click to browse” section of the “Upload file” window. Make your final decision from the "Conclusion" section. In your opinion, if you deem it appropriate to publish the relevant article as it is, choose "Can be published", if you want to see it corrected and "I want to see the article after it has been edited"; If you do not want the article to be corrected but you do not want to see this correction again, select the "I do not want to see the article after editing" option. If you do not find it appropriate to be published, select the "Cannot be published" option and click "Submit" and finalize your report.
